Ask Your U.S. Senators to Co-Sponsor the Health Insurance Coverage Protection Act (S. 2706)

The U.S. Senate has introduced the Health Insurance Coverage Protection Act (S. 2706). This bill will raise the minimum lifetime caps in private insurance plans to $5 million for the first two years and $10 million in years three and four, with an annual inflationary update thereafter. If adopted, this important legislation will allow people with bleeding disorders and other high-cost chronic conditions who have private insurance to maintain their health coverage and not have to seek public assistance such as Medicaid or state high-risk pools. I am writing to ask you to co-sponsor S. 2706, the Health Insurance Coverage Protection Act, introduced by Senator Byron Dorgan (D-ND).

This important legislation will raise the minimum lifetime cap for private insurance, typically set at $2-$3 million, to $10 million with an annual inflationary update.  Lifetime caps are aggregate spending limits placed on private insurance policies.  Once the lifetime limit is reached, coverage ends.

This legislation is extremely important to me and others affected by hemophilia and other bleeding disorders.  Hemophilia is a lifelong, chronic condition for which there is no cure.  To prevent bleeding, people with hemophilia typically use a treatment called clotting factor.  This medication is extremely expensive, with costs as high as $250,000 a year or more, especially if there are complications.  This means that the medications I depend on could cause me to lose my private insurance coverage if I were to hit my lifetime cap.  Many individuals with hemophilia and other bleeding disorders are forced to make difficult decisions about treatment, family life, career and even state of residence to avoid reaching their lifetime insurance caps.

Raising the lifetime cap will help all Americans with high-cost chronic conditions maintain their private insurance, and will keep people from being forced onto Medicaid and other government programs.  Moreover, raising lifetime caps will result in savings for both federal and state governments.

People with bleeding disorders and other chronic, high-cost conditions will benefit from this legislation.  Please support us by co-sponsoring S. 2706.  Your help is greatly appreciated.
